Target Selection (ts) contains all code, after final photometric calibration,
necessary to select spectroscopic targets. It can be broadly broken up into
the following two steps:
- From the set of all objects detected by the Frames Pipeline, select
a complete and unique set of objects comprising the Primary Survey.
- From the set of objects in the Primary Survey, select the spectroscopic
targets.
