Create hand-crafted tiTileCenter and plObs files that consist of all
existing plates for end of June, 00 (still don't have ability to feed
back a processing log of done plates).  We will redrill existing tiles.

The output plObs file was edited to delete a duplicate of tile 78 (which
was designed for the same air mass that already exists).
