The altitude axis wouldn't stay cleared after an axis init command and the interlock details indicated that the cluprit was "ops_cart_in_house". After flailing about for ~20 min. we put the plate cart (ops cart) back into position under the telescope and engaged/disengaged the 'pin' that keeps the cart in position while mounting plates. After pulling the cart out the interlock had cleared and we were able to move the telescope.
