Uniquely identify a PMT in the water Pool.

Besides Site and Detector IDs (IWS/OWS) Pool PMTs are characterized by:

Wall number: counts 1-8 starting at the wall on the positive X-axis. "wall" #9 is the floor.

Inward/outward facing: OWS has both, IWS only inward.

Wall spot: a per-wall ID number.
